NORTHUMBERLAND COUNTY VETERAN LADIES’ GOLF ASSOCIATION

RULES

1.         The Association shall be called “Northumberland County Veteran Ladies’ Golf Association” hereinafter referred to as “the Association”.

 

2.             The conditions of membership shall be

(a)    Each member shall have attained the age of 50 years.

(b)    Each member shall be a member of a recognized Northumberland Golf Club.

 

3.             The Officers of the Association shall be a President, Captain, Vice Captain, Honorary Secretary, Competition Secretary and Honorary Treasurer.

 

4.         The affairs of the Association shall be managed and the Rules administered by the Committee which shall consist of The President, Captain, Vice Captain, Honorary Secretary, Competition Secretary and Honorary Treasurer and 6 members of the Association of which 5 members shall form a quorum. In the event of an even number of votes being cast at any meeting of the Committee and/or at any General Meeting of the Association the Chairman shall have the casting vote.

 

5          (1) The Membership of the Committee shall be appointed as follows

(a)       Any 2 members of the Association may nominate a playing member as a candidate for election to serve on Committee. The name of each such candidate must be submitted in writing and forwarded to the Secretary to reach her at least 21 days before the Annual General Meeting.

 

(b)       A written list of the names in alphabetical order of every candidate for election to Committee shall be prepared and made available to the members of the Association at least 14 days before the Annual General Meeting. Thereafter ballot papers containing only these candidates’ names shall be prepared for the use at the Annual General Meeting when each member present thereat shall be entitled to vote for any number of candidates not exceeding the number of vacancies created. In the event of there being an equal number of votes given in respect of two or more candidates the Chairman shall have the casting vote to enable each vacancy on Committee to be filled.

In the event of there being an insufficient number of candidates who have been nominated for election to fill a vacancy occurring the Committee shall co-opt a member to fill it until the full number of Committee is achieved.

In the event of any casual vacancy occurring during the year likewise the Committee shall co-opt a member to fill it.

(c)       Every co-opted member shall stand down at the next Annual General Meeting but shall be eligible as a candidate for election in the manner prescribed above.

(d)       Other than the Officers (President, Captain, Vice Captain, Honorary Secretary, Competition Secretary and Honorary Treasurer) two of the elected members of the Committee being those ladies with the longest service since their most recent election shall retire each year and shall not be eligible for re-election for 1 year but as described aforesaid may be co-opted for a year in the event of there being an insufficient number of candidates for election to fill the vacancies occurring on the Committee.

(e)       The Honorary Secretary, Competition Secretary and the Honorary Treasurer shall be elected at an Annual General Meeting and my hold office for no longer than 5 years.   Thereafter such Officer shall not be eligible for re-election to that same office on Committee or as a Committee member for 1 year but may be co-opted for a year in the event of there being no candidate to replace her.

 

5. (2) Sub-Committees are constituted as follows

(a)       Captain Selection Committee. A quorum of 5 members which includes the Captain and Vice Captain and 3 other members selected from the available immediate Past Captains shall choose the next Vice Captain with the intention of her becoming Captain one year later

(b)       President Selection Committee. A President shall be chosen by a selection committee which shall consist of the President and Past Presidents of whom 5 shall form a quorum. The President shall serve for one year only and shall not be re-elected.

(c)       Team Selection Committee.  5 members consisting of the President, the Captain, the Vice Captain, the immediate Past Captain and the current Champion shall select the team. The secretary shall attend ex officio. In the event of the current Champion also being one of these Officers specified, the immediate Past President available shall be co-opted as the fifth selector to complete the Selection Committee.

 

6. (a)   The annual subscription of the Association shall be such sum as may be fixed from time to time at a General Meeting and shall become due on 1st January each year and be paid not later than 1st April each year.

(b)       Every member who has not paid her subscription by 1st April shall be reminded by the Honorary Secretary of her neglect and if the subscription is not paid immediately the defaulter shall cease to be a member of the Association but may be re-instated at the discretion of the Committee.

(c)       The Committee shall have power to waive or amend the subscription payable by any member at its discretion.

(d)       No member in arrears with her subscription can compete in any match or competition or vote at any meeting.

 

7. (a)   The Annual General Meeting of the Association shall be held each year during the month of November at such time as the Committee shall determine.

21 days notice of the Annual General Meeting must be given by the Honorary Secretary drawing attention of the same to the members. Such notice shall specify the nature of the business to be transacted. At the Annual General Meeting the audited Annual Statement of Accounts for the year shall be submitted, Officers of the Association for the ensuing year elected, the vacancies on Committee filled and any other business transacted.

(b)       The Committee of its own accord or on the request of any 15 members shall call an Extraordinary General Meeting for consideration of any specific proposition 21 days Notice of such meeting being sent in writing to every member by the Honorary Secretary. 14 days Notice must be given of any special business to be brought before and such business be put on the Agenda.

(c)       No Rule of the Association shall be repealed or altered and no new rule shall be made except by a two-thirds majority of the members present at a General Meeting and at least 21 days Notice of the intention to propose any new Rule or alteration shall be given to the Honorary Secretary.

(d)       At the Annual General Meeting or at any other General Meeting the Chair shall be taken by the President or in her absence by the Captain or in her absence by the Vice Captain. In the event of all being absent the Chair shall be taken by the immediate Past Captain or most senior Past Captain present or in their absence by a member elected by a majority of members present and entitled to vote.

 

8.         The Committee in addition to the powers herein specifically conferred upon them shall have all administrative powers and shall have control of the finances of the Association as may be necessary for properly carrying out the affairs of the Association and the proper representation of the Association from time to time by its Officers.

 

9.         The Trustees of the Northumberland County Veteran Ladies’ Golf Association shall be the President, Captain, Honorary Secretary, Honorary Treasurer and 3 members of the Committee to be nominated by the Committee from time to time. The property of the Association shall be vested in the Trustees to be dealt with by them as the Committee may from time to time direct by resolution of which entry in the Minute Book shall be conclusive evidence. The Trustees shall be indemnified against risk and expense arising out of the Association property. The Trustees shall hold office until death, resignation or until removal from office by the Committee.
